He was born on 21 September 1950 in Prague. In 1969-1976 he studied at theSs Cyril and Methodius' Faculty in Litomerice, on 26 June 1976 he was ordained a priest. In 1976-1978 he served in Vlasim and Plzen.
In February 1977 he signed the Charter 77, a document calling for justice and liberty in the Communist Czechoslovakia. In 1978 he became a member of theCommittee for Defence of the Unjustly Prosecuted.
From 1979, his "State Approval of the Priestly Service" was taken off and he worked as a geodetic helper. In May 1979 he was arrested for the "republic subversion" and held for trial until December. From 1980 to 1986 he worked as a boilerman in several Prague hotels. In 1981-1982 he was a Charter 77spokesman. In 1989 he was a spokesman of the Civic Forum (OF).
From 1990-1991, he administered St Gabriel's parish in Prague-Smichov, from 1991-1996 parish of St Anthony in Prague-Holesovice. On 3 December 1996 he was appointed titular bishop of Marcelliana and auxiliary bishop of Prague, he was ordained on 11 January 1997.
